G&A is an employee owned firm with over 200 professionals throughout eastern Pennsylvania. We have grown in a carefully planned fashion along with the growth of the region by offering a wide variety of design, engineering, and consulting services and successfully representing over 75 local municipalities/authorities. The Firm continually ranks as one of the top regional engineering and consulting firms by the Philadelphia Business Journal, a success achieved by always trying to understand our clients, their needs, and working with them to a successful project completion.

G&A is the successor to the original professional practice started by W.O. Weisel in 1918. G&A’s founder and patriarch, Robert “Bob” Gilmore, R.S. developed a professional staff representing expertise in the fields of engineering, surveying, planning, and landscape architecture, offering “Creative engineering and planning for protection of our environment and conservation of our resources.” Bob later handed the reins of the firm’s leadership to his son, Steven D. Gilmore, P.E. who was instrumental in continuing the firm’s expansion for over 40 years, holding true the values and mission of the established legacy of high performance and excellence.
In 2017 Steve transitioned the role of CEO & President to Scott Muller, P.E., P.L.S. as part of the planned succession process culminating in the 100% employee owned firm. Since that time Scott has honored the legacy established by the Gilmore Family while leading the firm to new and greater achievements.
In January 2026, G&A was pleased to announce a planned
leadership restructuring, after nearly a decade of leadership as CEO and
President, Scott Muller will now solely focus his efforts on CEO duties. In place of his
role as President, G&A named two division presidents to better serve
our expanding client base as well as our growing number of
employee-owners.
Eric Clase, P.E. was named President of our Civil Design
Division and Erik Garton, P.E. named President of our Municipal
Division.
For decades, Eric has guided G&A’s civil design
division, cultivating client relationships and mentoring our design team who
not only handle but exceed our client’s expectations. Many of Eric’s signature projects become
economic drivers in the region, positively impacting our community. His track record of dealing with difficult design
challenges and getting results for our clients is a testament to his
professionalism and ingenuity.
Since joining G&A nearly 25 years ago as an intern, Erik
has gained a broad knowledge and expertise in engineering, business strategy,
and client relations. As his role and
responsibilities have grown, he has focused on being a leader in the firm’s
municipal engineering practice. Erik
understands the intricacies and challenges our municipal clients face and has
become known as a dedicated and reliable resource for our clients. Through Erik’s guidance, our municipal
division has grown substantially over the last two decades into an impressive
and experienced team who regard Erik as a trusted leader.
