Gilmore & Associates, Inc. conducted a Traffic Signal Feasibility Study to determine if existing conditions or existing traffic volumes would warrant the installation of a traffic signal. 12-hour manual turning movement counts were completed at the intersection between 7:00 AM and 7:00 PM. A traffic signal warrant analysis was conducted in accordance with PennDOT Publication 201, Engineering and Traffic Studies, Subchapter E, “Traffic Signals.” Based on the warrants, it was determined that a signal was justified for the intersection. After awaiting PennDOT approval, we developed a traffic signal permit plan based on the existing layout and the traffic signal feasibility study. This work included capacity analysis to determine the initial signal phasing and timing, a conflict factor analysis to determine the need for left-turn phasing, and clearance time calculations to determine the amount of yellow and red time associated with each road. The Traffic Signal Permit Plan design consisted of a volume chart, timing diagram; emergency pre-emption phasing, weekly program chart, and sign tabulation. The design of the intersection consisted of the placement of stop bars, pedestrian crosswalks, line striping and the placement of the mast arms. In addition, a traffic signal construction plan was completed after obtaining PennDOT approval of the permit plan. The construction plan consisted of the wiring diagram, conduit layout, and controller location.
