In accordance with the requirements of the 2002 Bioterrorism Act, Gilmore & Associates, Inc. conducted a Vulnerability Assessment (VA) and an Emergency Response Plan (ERP) for the Ambler potable water supply system. The system serves 5700 customers and includes 70 miles of pipe, nine (9) wells, one (1) spring and treatment facility, three (3) storage tanks and four (4) booster pump stations.

The VA evaluated each facility with regard to its vulnerability to attack, assess existing security measures and made recommendations for improvements. Critical non-structural system assets, such as personnel, computer systems and paper records were also considered in the VA.

The ERP incorporated the results of the VA and addressed specific plans, procedures and identification of equipment that can be utilized in the event of a natural disaster or intentional attack on the Borough’s water system. The principal objective of the ERP is to have certain protocols available, immediately upon learning of a disaster or an attack on the water system, that can be implemented to eliminate or significantly lessen the impact on the public health and safety of the water supply should such an act or event occur.
