Mr. Sartor has more than 28 years of civil engineering and project management experience and currently serves as Gilmore & Associates, Inc.’s Municipal Engineering Representative for Schuylkill Township and West Chester Borough, Chester County; Colebrookdale Township, Berks County; and Trappe Borough and Upper Hanover Township, Montgomery County. Mr. Sartor is currently responsible for the review of proposed subdivision and land development plans, supervision and quality control of municipal public works infrastructure and rehabilitation projects, coordination of construction inspection activities, preparation of technical studies and permitting assistance to municipalities, and representation at municipal planning commission, zoning hearing board, and governing body meetings.
Site Development Owner Representation Services
Client Manager and Project Manager for the engineering review of site development plans (including the structural, architectural, mechanical, electrical, and plumbing plans) for the new Schuylkill Township Municipal Complex project. Supervised the review of site development plans for compliance with municipal zoning and subdivision and land development ordinances. Provided bidding assistance and owner representation services on behalf of the Township including review of prospective contractor bids and coordination with the project architect, selected multiple contractors, and regulatory agencies. Monitored contractor schedules, reviewed payment requests, processed change orders, and coordinated shop drawing and material submittals reviews. Coordinated and supervised construction observation services related to site work including site compaction and concrete testing. Prepared contractor punch list items and remedial measures to be performed prior to project close-out. Attended weekly job meetings and prepared monthly project status reports to the Township Board of Supervisors.
Engineering Design, Contract Documents, and Construction Observation Services
Project Manager for the structural evaluation of two (2) existing bridges, supervised the civil, hydraulic, and structural engineering design of the new bridge structures, managed engineering design project budget and schedule, assisted Borough in securing State and County permits and approvals, prepared contract documents for public bidding, assisted in bid review and contractor selection, coordinated review of shop drawings and submittals, and supervised construction observation services on behalf of the Borough.

Client Manager for a 1,100-ft. long pedestrian walking path to link the Phoenixville Area YMCA facility in Schuylkill Township to an existing trail in the nearby Pickering Glen subdivision. The path will traverse undulating topography, and cross a five-way intersection of state and local roadways, all the while ensuring handicapped accessibility in accordance with Federal Americans with Disabilities Act requirements.

Client Manager for the engineering design of site development plans for the proposed renovations and site improvements to the existing Trappe Borough Municipal Building project. Provided owner representation services on behalf of the Borough including coordination with the project architect, multiple contractors, and regulatory agencies. Monitored contractor schedules, reviewed payment requests, change orders, and shop drawing submittals, supervised construction observation related to site work, and identified contractor punch list items and remedial measures to be performed prior to project close-out.

Project Manager for the engineering evaluation of the site-wide stormwater management system based on as-built conditions for a 219-lot single-family residential subdivision which has experienced excessive stormwater-related roadway flooding, basin sedimentation, and swale erosion during construction. Performed field inspection and monitoring of existing conditions to document the performance of the existing drainage and detention systems, performed engineering analyses to determine the hydraulic adequacy of the existing system, and evaluated the modification of detention basin outlet structures and other improvements to ensure post-development as-built basin discharges would be reduced to pre-development conditions.
Borough of West Chester, Chester County, PA
Project Engineer for a comprehensive stormwater management planning study for the Borough of West Chester, Pennsylvania. Developed the hydrologic and hydraulic computer models, prepared the stormwater management plan, and recommended alternative structural and non-structural watershed-wide and site-specific stormwater management measures. Performed preliminary engineering design and cost estimates for recommended bridge and storm sewer system improvements. Installed the computer model on the Borough’s computer system, instructed Borough personnel in the use of the computer model, and prepared a stormwater model operations manual.
Pennsylvania Department of Transportation, Montgomery County, PA
Performed hydrologic computer analyses of stormwater impacts for an environmental assessment study of the proposed U.S. Route 202 reconstruction between Paoli and King of Prussia, Pennsylvania.
Schuylkill Township, Chester County, PA
Project Manager for the evaluation of existing roadway pavement conditions along four roadways in a single-family residential subdivision. Coordinated core borings at selective locations along the roadways and associated laboratory testing to identify pavement course type and thickness. Technical analyses were performed to determine the structural strengths of the actual pavement structures based on the core boring results. Remedial solutions were proposed to insure adequate structural strength of the existing pavement prior to the installation of the pavement wearing course.
Schuylkill Township, Chester County, PA
Project and Client Manager for the installation of several new traffic signal systems. Directed field survey of existing roadway intersections and provided engineering consultation for the preparation of a traffic signalization plans. Outlined recommended course of action to prepare the signalization plans and secure Pennsylvania Department of Transportation permits. Coordinated the preparation of bid documents, provided bid assistance to the Township for the award of the contract, and supervised field inspection of signal components installation.
Performed engineering review of proposed land developments for compliance with municipal Zoning and Subdivision and Land Development Ordinances, provided technical consultation regarding stormwater and floodplain management impacts of proposed developments and provided expert testimony at municipal council and planning commission meetings.
Abington Township, Montgomery County, PA
Project Engineer for the hydraulic design of a new culvert/stream enclosure system in Abington Township, Pennsylvania, to eliminate hazardous flooding and stream erosion in an urban residential/commercial area. Performed floodplain impact assessment, prepared soil erosion control plan, and obtained State and County permits and approvals.
Borough of Lehighton, Carbon County, PA
Performed hydraulic computer analyses for modifying the floodway delineation of Mahoning Creek for the Borough of Lehighton, Pennsylvania.
Dam Improvements
Performed roadway design and hydraulic computer analysis of new bridge and spillway system, and reconstruction of an existing county road and earthen dam embankment. Performed the detailed flood hydrology study to determine the spillway design flood. Prepared final design drawings and construction specifications.
Stormwater Pumping and Flow Monitoring System
Project Manager for the design of a stormwater pumping and flow monitoring system for a pharmaceutical manufacturing facility in West Point, Pennsylvania.
Rohm & Haas Delaware Valley, Inc.
Prepared construction drawings and specifications for upgrading an existing flood control levee along the Delaware River for a chemical manufacturing facility in Bristol Township, Pennsylvania.
Stormwater Management System Design and Pollution Prevention Plan
Project Manager for the preparation of a stormwater pollution prevention plan and design of a new stormwater Best Management Practices (BMPs) system for an industrial manufacturing facility. Evaluated stormwater management practices, developed stormwater pollution prevention and field sampling plans, coordinated field collection and laboratory analyses of storm runoff samples, recommended system improvements, coordinated engineering design, performed computer modeling, prepared construction drawings and technical specifications, and managed the project budget and schedule.

PA Stream Improvements Plan and Floodplain Analyses
Project Manager for the hydrologic and hydraulic engineering design of a stream restoration plan using bioengineering methods and created wetlands in Plymouth Township, Pennsylvania. Prepared detailed hydraulic analyses for existing and proposed stream and floodplain corridor conditions, participated in regulatory permitting process, and developed erosion and sediment control plan.
Stormwater Management Design and Floodplain Analyses
Project Manager for conceptual and detailed stormwater management designs and floodplain analyses for a 340-acre residential golf course community. Developed the hydrologic computer models for pre- and post-development site conditions; designed an integrated stormwater conveyance and detention system to control post-development stormwater discharges; and prepared the hydraulic design of two roadway bridges and developed the 100-year floodplain impact analyses.
Stream Restoration Plan
Prepared the conceptual design for a stream restoration plan to relocate 1,800 feet of stream channel in Horsham Township, Pennsylvania. Evaluated the physical and environmental components of hydraulic geometry, channel alignment, riffle/pool sequence, and streambed and bank protection measures.
