Experience Overview

Mr. Kennard is responsible for the oversight and management of Gilmore & Associates, Inc.’s Municipal Services Department at the New Britain office. Mr. Kennard has more than 17 years of municipal engineering experience, including planning, design, and construction management of a variety of civil engineering projects. Mr. Kennard currently serves as the Municipal Engineering Representative for Warminster Township, New Britain Township and New Hope Borough. He assists municipal clients in zoning, subdivision and land development ordinance updates, comprehensive plan and Act 537 Sewage Facilities Plan revisions, and performs ordinance compliance reviews for proposed subdivision and land development projects. Mr. Kennard is also experienced in assisting municipal clients with public infrastructure improvement and land preservation projects.

  • Zoning, and Subdivision and Land Development Ordinances;

New Britain Township, Bucks County, PA

Responsible for preparing New Britain Township’s Subdivision and Land Development Ordinance updates, including Township’s GIS Mapping. Also, assisted the Township staff in preparing the Township’s Watershed Zoning District Ordinance surrounding Lake Galena, including technical provisions for preservation of natural resources, establish of a riparian buffer corridor and transferable development overlay district.

  • Zoning, and Subdivision and Land Development Ordinances;

Warminster Township, Bucks County, PA

Assisted Warminster Township in preparing the Township’s Zoning, and Subdivision and Land Development Ordinances, including technical specifications and details for the design of public improvements.

  • Public Works Maintenance Facility

New Britain Township, Bucks County, PA

Municipal representative for the engineering site design and construction of a new 16,000 sq. ft. public works maintenance facility.

 

  • Randolph Street Storm Sewer Facilities

New Hope Borough, Bucks County, PA

Responsible for design of municipal storm sewer system along Randolph Street and Borough parking lot.

 

  • Bedminster Land Conservancy

Bedminster Township, Bucks County, PA

Responsible for managing of property boundary surveys and conservation easement plans for numerous land preservation projects.
