<p style="text-align: left;">The Professional Traffic Operations Engineer® (PTOE) is a professional certification process affiliated with the Institute of Transportation Engineers (ITE) and identifies a licensed Professional Engineer with at least four years experience in Traffic Operations as a licensed professional engineer, and  having passed the requisite testing procedures for certification  in the field of Traffic Operations. The licensure is through the Transportation Professional Certification Board Inc. (TPCB). In addition to the required four years of professional engineering licensure, the P.T.O.E. indicates specific responsibilities, requisite knowledge, skill and ability in the specialized application of traffic operations engineering.</p>
<p>By the TPCB&#8217;s definition, a &#8220;Professional Traffic Operations Engineer is a person who applies a comprehensive knowledge of technology and scientific principles acquired through study and experience to the supervision of day-to-day operation of traffic systems. Responsibilities often include the analysis of those operations, detection of problems and deficiencies, setting of priorities, assignment of resources and development of improvements in operations through geometric design, traffic control or other means. The Professional Traffic Operations Engineer may carry out some but not all of the above duties or serve as a consultant to individuals with the above responsibilities.</p>

			<content:encoded><![CDATA[<p>On April 19th, Gilmore &amp; Associates, Inc. was extremely pleased to co-sponsor the DVGBC Green Ribbon School awards ceremony held at Delaware Valley College in Bucks County, PA.</p>
<p>At the ceremony the Delaware Valley Green Building Council and the Pennsylvania’s Deputy Secretary of Education recognized all 24 schools in our region that applied for the Green Ribbon program. The three USGBC chapters in PA (DVGBC, Green Building Alliance and USGBC Central PA), along with their sponsors, recognized the PA applicants with a certificate and a check for $125, to be spent on implementing green practices in their school. A total of 44 schools in Pennsylvania completed the application process for the Green Ribbon Schools Program.</p>
<p>Gilmore &amp; Associates, Inc. provides a range of civil design services to schools all over eastern Pennsylvania, a number of which were in attendance that evening.</p>
<p>Through our work with progressive educational institutions of all types, and in our partnership with an inspired regionally-focused green organizations like DVGBC, Gilmore &amp; Associates, Inc. relishes the opportunity to lead students, teachers, and their surrounding community toward a more sustainable future. One of our firm’s core beliefs is that institutional organizations, like schools and hospitals, and even municipal agencies, are in a critical and strategic position to educate decision makers and lead by example with respect to environmental stewardship and green infrastructure.</p>
<p>To that end we were excited to participate in an event that is recognizing schools for leadership and progress in 2011 towards these challenging and rewarding goals. We look forward to building this momentum in 2012 and beyond.</p>

Kessler, P.G., and Trevor G. Woodward, P.G. have been selected to lead a pair of geology seminars for the Lehigh Valley Chapter of the Pennsylvania Association of Professional Land Surveyors (PA-PLS) at Penn State’s Lehigh Valley Campus in Center Valley, PA in mid-September.</p>
<p style="text-align: justify;">The first class will provide surveyors with the background terminology and principles pertaining to geology, and familiarize them with the ideas and names of natural earth materials.  The course will span the types of soils and rocks primarily found in Pennsylvania, and provide an overview of the natural processes involving those materials. Topics will include the principle of superposition, aquifers, types of rock, soils, and landforms.</p>
<p style="text-align: justify;">The second class will build on the information provided in the first, and provide surveyors with familiarity of the business of geologists and specific applications that commonly involve professional survey, with specific projects cited as examples.  Topics will include water supply, stormwater management, sinkhole remediation, geothermal wells, retaining walls, and cuts and fills.</p>

<p style="text-align: justify;">Mr. Woodward is a certified professional geologist, and works as an engineering geologist in Gilmore &amp; Associates, Inc’s geotechnical department, with over 12 years of experience in geotechnical and geologic investigations and field methods.  A graduate of Bloomsburg University, with a Bachelors Degree in Geology, Mr. Woodward’s technical expertise includes investigations and remedial applications, foundation and subsurface investigations, construction materials testing, slope stability analysis, retaining wall design, and sustainable stormwater management recommendations for projects located in sinkhole-prone karst environments.  He is an active member of Gilmore &amp; Associates, Inc.’s Sustainable Resource and Green Infrastructure Team.</p>

Monkres II, P.E., Christopher E. Green, RLA, LEED® AP, Matthew C. Hostrander, SEO, CPSS, and Jennifer S. Gilbert, ASLA, took part in the Delaware Valley Green Building Council (DVGBC)’s second annual Earth Day of Service on April 30 at the Kensington High School for the Creative and Performing Arts (CAPA).</p>
<p style="text-align: justify;">Green, Monkres, Hostrander and Gilbert also conducted tours of the sustainable site features for students and visitors.</p>
<p style="text-align: justify;">Philadelphia Mayor Michael Nutter was in attendance, as many organizations and individuals came together to construct and plant an organic vegetable garden and paint a 300-foot mural on school grounds to celebrate and promote environmental stewardship in the city and throughout the region.</p>
<p style="text-align: justify;">Gilmore &amp; Associates, Inc. was part of the design team for the school, which opened in September 2010, and recently became the first public school in the United States to <a rel="attachment wp-att-2196" href="http://www.gilmore-assoc.com/kensingtonhsearthday/dsc_0171-2/"><img class="alignright size-medium wp-image-2196" style="margin-top: 5px; margin-bottom: 5px; border: 5px solid black;" title="DSC_0171-2" src="http://www.gilmore-assoc.com/website/wp-content/uploads/2011/05/DSC_0171-2-300x200.jpg" alt="" width="300" height="200" /></a>be certified LEED® Platinum by the United States Green Building Council (USGBC).  Other design team members included SMP &amp; SRK Architects (Architecture), and Alderson Engineering (MEP)</p>
<p style="text-align: justify;">G&amp;A’s design for the seven-acre site features innovative aspects incorporating underground storm water storage, porous paving material, vegetated rain gardens, re-used cobblestone and concrete paving materials, low maintenance lawn areas and areas dedicated to outdoor learning in order to obtain LEED® Platinum status.</p>
